At FosterHope, we’ve been sharing essential updates on policies that impact child welfare. Back in June, our Policy Pulse post highlighted a growing issue that’s now a pressing crisis: the potential displacement of the 9,700 children and teens in California’s foster care system due to an insurance dilemma threatening Foster Family Agencies (FFAs).
What’s Happening?
On August 21, 2024, the Nonprofits Insurance Alliance (NIA) officially announced it would not be renewing coverage for any FFAs. This decision creates an immense challenge for agencies like us, which rely on insurance to continue offering safe and supportive placements for vulnerable youth. Without this coverage, FFAs may have no choice but to shut their doors, impacting thousands of lives.
FosterHope has been tirelessly preparing resource families to care for youth with complex trauma and mental health needs. With the insurance crisis underway, FFAs are already seeing a surge in referrals, which will likely grow if more agencies close. While county-run foster homes are an option, they are often ill-equipped to support youth with high needs, leaving FFAs as the primary source of 24/7 assistance, training, and coordination of care.
The Impact on Youth
If FFAs close, the ripple effect will be enormous. Many families working directly with county foster systems may lack the necessary training or resources to take in youth with higher support needs, increasing the risk that these youth will go without adequate placements—or any placements at all. This mirrors the issues caused by the closure of group homes under the Family First Prevention Services Act, which left many without suitable options. Over 9,700 lives are now impacted by this gap in services.
Why Action is Needed Now
This crisis calls for immediate action. California’s leaders must prioritize stabilizing the insurance market to ensure that FFAs can continue their essential work. Without this intervention, more foster youth are at risk of homelessness and instability.
